How we test Forex Brokers
We compare each broker's spread and commission on their raw/ECN account (or standard spread-only account where no raw tier exists), converted to an all-in cost rate on your own annual trading volume, alongside CIRO dealer membership, leverage caps, platform choice and consumer rating. Regulatory and legal history is sourced directly from CIRO, NFA, FINRA and CFTC records where it exists, and disclosed plainly rather than omitted. Several enforcement actions found during research target a broker's US entity specifically, and we say so rather than imply the Canadian CIRO-regulated entity itself was sanctioned. Rankings never depend on commissions; every provider on this page is currently a visit-only listing.
What to look for
CIRO membership and CIPF protection
Canada has a single national regulator for investment dealers: CIRO (Canadian Investment Regulatory Organization, formed 2023 from the merger of IIROC and the MFDA). Every broker on this page is either a direct CIRO dealer member or operates through one: check the 'CIRO dealer member' row, since the regulated entity name sometimes differs from the consumer-facing brand (notably Friedberg Direct and AvaTrade Canada, see below). CIRO members must segregate client funds and are covered by CIPF up to $1M CAD per account category if the firm becomes insolvent.
Friedberg Direct and AvaTrade Canada: the same regulated entity
AvaTrade Canada is not independently CIRO-registered. Canadian AvaTrade accounts are opened and held by Friedberg Mercantile Group Ltd. (trading as Friedberg Direct), which licenses AvaTrade's trading technology and branding for the Canadian market. Both are listed here as distinct consumer-facing products, but they share the same regulated entity, the same fund segregation, and the same CIPF coverage, worth knowing if you're choosing between the two.
Spread-only vs. raw spread + commission
Spread-only accounts (no separate commission) are simpler but usually cost more per trade than a raw/ECN account, which pairs a near-zero spread with a flat or per-lot commission. Active and high-volume traders generally save money on a raw account; occasional traders may prefer the simplicity of a spread-only account.
Reading disclosed regulatory history honestly
Several enforcement actions surfaced during research: a US NFA fine against OANDA Corporation, US FINRA fines against Interactive Brokers LLC, and US NFA/CFTC fines against StoneX Markets LLC (FOREX.com's parent), each targeting that broker's US entity, not confirmed against the CIRO-regulated Canadian entity specifically. We disclose these plainly with that scope caveat. Separately, Questrade was named in an April 2025 Quebec class action alleging non-disclosure of currency-conversion fees, a live, Canada-specific matter, disclosed as such.
